Deutschland. Heute. Der Gymnasiallehrer Rainer Wenger startet während einer Projektwoche zum Thema `Staatsformen´einen Versuch, um den Schülern die Entstehung einer Diktatur greifbar zu machen. Ein pädagogisches Experiment mit verheerenden Folgen. Was zunächst harmlos mit Begriffen wie Disziplin und Gemeinschaft beginnt, entwickelt sich binnen weniger Tage zu einer richtigen Bewegung.

Der Name: `Die Welle´. Bereits am dritten Tag beginnen die Schüler, Andersdenkende auszuschließen und zu drangsalieren. Als die Situation bei einem Wasserballturnier schließlich eskaliert, beschließt der Lehrer, das Experiment abzubrechen. Zu spät. `Die Welle´ ist längst außer Kontrolle geraten!
